What Texas homeowners and rural landowners should investigate before adding solar, battery storage, backup systems, or greater utility independence.
Home solar vs. utility-scale solar
These are two entirely different subjects, and confusing them wastes a lot of people's time.

Can I put solar on my Texas home?
For most Texas homeowners, generally yes, but the conditions vary enough that a blanket answer would be misleading. What actually determines it:
- Texas law, including Property Code provisions on solar devices in subdivisions;
- Local codes and permitting: city or county building and electrical permits;
- Electrical requirements and licensed installation;
- Your utility or electric cooperative, which sets interconnection requirements;
- POA/HOA rules and deed restrictions, which may impose permitted limits;
- The property itself: roof condition and age, orientation, shading, structural capacity, available ground area.
HOA and POA solar restrictions
The Texas Property Code limits the ability of a property owners' association to prohibit solar energy devices, but "Texas HOAs cannot restrict solar" is too broad and is not what the law says.
The statute provides meaningful homeowner protection while preserving specific circumstances in which an association may still regulate or refuse a device. Those circumstances can include, among others: devices located other than on the roof or in a fenced yard or patio, devices extending above the roofline or beyond the permitted position, installations that threaten the public health or safety or violate law, and devices that do not conform to permitted appearance conditions. Associations may also apply an approval process.
The practical approach: read your own governing documents, follow the association's approval process, and read the current statute rather than a solar company's summary of it. If your association refuses, the question of whether that refusal is lawful is a legal question about your specific documents and installation.
Grid-tied solar
Most home solar in Texas is grid-tied: panels feed an inverter, the inverter serves the house, and surplus can flow back to the grid under your utility's interconnection arrangement.
The point most homeowners are surprised by: a conventional grid-tied system without battery storage generally will not power your house during an outage. Standard inverters are required to stop exporting when the grid goes down, which protects line workers. If outage resilience is your actual goal, that goal requires additional equipment, not just panels.
Compensation for exported electricity varies enormously by provider and service area, and nothing about it is guaranteed statewide. Texas has competitive retail areas, municipally owned utilities and electric cooperatives, each with different arrangements. Get the terms in writing from the entity that will actually serve you.
Battery backup
Batteries store energy for use when the sun is not producing or when the grid is down. Paired with a compatible inverter and the right wiring, a battery can keep selected circuits running through an outage.
What matters is honest sizing. A battery holds a finite amount of energy, and running a well pump, air conditioning and a full kitchen is a very different load from keeping a refrigerator, some lights and a phone charged. Decide which circuits genuinely need to stay live, then size the system to that. We do not recommend particular manufacturers or products.
Solar and a well pump
This is the most common rural question we see: can solar run my well when the power is out?
Sometimes, with the right design. Feasibility depends on the pump type and horsepower, well depth and lift, the electrical load, the startup surge a pump draws (often far above its running load, and the thing that catches people out), storage capacity, overall system design, and how batteries or a generator are integrated.
Some rural properties address this differently, storing water rather than storing electricity, using a tank filled during good conditions so the pump does not need to run during an outage at all.

Backup generators and hybrid systems
Many rural Texas properties end up with a combination: grid electricity as the normal supply, solar to offset consumption, batteries for short outages, and a generator for extended ones. Each element covers a different failure mode.
Generators and transfer equipment must be installed to applicable electrical and fuel-safety requirements. Improper generator connection can backfeed the grid and endanger utility workers, and fuel storage carries its own requirements. This is licensed work.
What does "off grid" actually mean?
Texas does not have one single "off-grid law." Anyone who tells you off-grid living is simply legal everywhere in Texas, or simply illegal, is describing something other than how this works.
A property's ability to operate independently is really several separate regulatory questions:
- Electricity: whether service is required, and what your utility and local codes say;
- Building codes: which vary between cities, extraterritorial jurisdictions and unincorporated county land;
- Wastewater and septic: on-site sewage facilities are regulated and permitted;
- Water wells: including groundwater district rules;
- Public or community water systems: connection may be required in some circumstances;
- Municipal and county requirements;
- POA/HOA rules and deed restrictions, which can be more restrictive than any government rule;
- Fire and safety codes.
The answer for a tract in unincorporated West Texas and one inside a suburban subdivision will not resemble each other.
Water independence is a separate question
Generating your own electricity does not give you any right to water. Owning solar equipment does not create a legal right to drill, pump, divert or use water. Groundwater and surface water carry their own rules, districts and permits, and they are frequently the harder half of genuine independence.
Before spending money
A short checklist that tends to prevent expensive surprises:
- Identify your utility or electric cooperative, not the retailer on your bill, the wires company serving the property.
- Ask that entity for its interconnection requirements in writing.
- Read your POA/HOA documents and deed restrictions, and follow the approval process.
- Confirm local permit and code requirements with the city or county.
- Determine your actual household electrical load, from bills rather than estimates.
- Decide which circuits must run during an outage, this drives the whole design.
- Account for well and septic needs if applicable.
- Understand what your proposed battery capacity actually delivers in hours.
- Understand how a generator would integrate, if you want one.
- Verify warranties, and check installer licensing and insurance.
- Get more than one written proposal, itemised.
- Read financing terms carefully, including any lien on the property.
- Verify current tax or financial incentives with the relevant government source rather than a sales brochure.
That last one matters more than it sounds. Incentive programs change, and marketing material outlives the programs it describes.
