How to Read Texas Reservoir Levels Without Misreading the Numbers

“Percent full” has a precise meaning in Texas, and a statewide average can hide a very different story on your local lake.

“The lake is 76 percent full” sounds simple. It is not, because “full,” on a Texas reservoir, is a defined engineering term, and the same lake can be simultaneously described as 100 percent full and holding extra water. This guide walks through the vocabulary so the numbers stop being misleading.

The vocabulary, one term at a time

  • Conservation pool: the portion of a reservoir designed to store water for supply (and related purposes), up to a designated conservation-pool elevation.
  • Conservation capacity: the maximum volume of water the conservation pool can hold.
  • Conservation storage: the volume of water actually in the conservation pool right now.
  • Percent full: generally, conservation storage divided by conservation capacity. This is the number most dashboards report.
  • Reservoir storage: total water in the reservoir, which during floods can exceed conservation capacity.
  • Flood pool: extra space above the conservation pool, in reservoirs designed with it, reserved for temporarily holding floodwater that is then released.
  • Water-level elevation: the height of the water surface above a fixed datum (often given in feet above mean sea level), not a measure of depth.
  • Height above or below conservation pool: how far the current surface sits from the designated conservation-pool elevation; “2.5 feet low” means 2.5 feet below that mark.
  • Surface area: the acreage the water covers, which shrinks and grows with level and shapes what shoreline residents actually see.

Two readings that trip people up

A reservoir can be at 100 percent and still rising. Percent full is measured against conservation capacity. After heavy rain, a reservoir with a flood pool can hold water above the conservation pool, it is at 100 percent of conservation capacity and temporarily storing additional floodwater that operators will release. Neither “overfull” nor “about to fail” is the right reading; the flood pool is doing its designed job.

Elevation is not depth. A lake whose surface sits at, say, elevation 322 feet is not 322 feet deep. Elevation locates the water surface against a fixed reference; depth varies across the lakebed. Comparing today's elevation to the conservation-pool elevation tells you whether the lake is high or low, nothing more.

Averages hide local stories

Texas is large enough that a statewide average can conceal severe local differences: East Texas reservoirs can sit near capacity while West or South Texas reservoirs are critically low, and the statewide number will read as unremarkable. Always check the individual reservoir you care about, and its region, rather than stopping at the statewide figure.

How to read a reservoir page in one minute

  • Find the percent full figure and confirm it refers to conservation storage versus conservation capacity.
  • Check height above or below conservation pool for an intuitive sense of high or low.
  • Look at the trend over recent months, not just today's snapshot.
  • Compare against the same month in past years: Texas reservoirs are seasonal.
  • If the number matters to a decision, note the date you read it.
