Beyond New Reservoirs: Other Ways Texas Is Developing Water Supply

New lakes get the headlines, but most of Texas' recommended water strategies are something else entirely, and each one touches land, energy, and permits in its own way.

New lakes dominate the headlines, but they are a minority of what Texas water planners actually recommend. Most of the strategies in the state's planning documents are quieter: wells: pipes, reuse, storage underground, operational changes, and simply using less. Each is a real project with a real footprint, just a different-shaped one. Here is the field, strategy by strategy.

Groundwater development

Groundwater strategies typically involve well fields, clusters of wells on purchased or leased land, plus the pipelines and treatment needed to move and condition the water. In much of Texas, production falls under the rules of a local groundwater conservation district, which may regulate well spacing, permitting, production limits, and reporting.

The questions that follow a well-field proposal are predictable: how pumping may affect nearby wells over time; how the district's rules apply; and, when water is moved out of the area, how export is handled under district rules and state law. Landowners near a proposed well field should start with the district's rules and the sponsor's permit applications. Water reuse and return flows

Reuse strategies treat wastewater as a supply rather than a disposal problem, reusing treated effluent directly, or managing return flows, the treated water that flows back to a river after use, so it can be counted toward supply downstream.

One current example, described on LCRA's own planning pages: LCRA supplies water to customers in Williamson County, which straddles the Colorado and Brazos basins, and is considering a project to bring up to 35,000 acre-feet per year back into the lower Colorado River basin as treated wastewater return flows, a concept that would expand the basin's supply and help meet the “no net loss” requirement of House Bill 1437. As of this page's review date, LCRA describes this as a project under consideration, not an approved or constructed one.

Changing existing reservoir operations

Sometimes the “new” water comes from operating an existing lake differently. LCRA's Lake Bastrop concept is the standing example: by allowing the lake to fluctuate within an eight-foot range (between elevations 442 and 450 feet above mean sea level), water could be released to the Colorado River for customers, potentially adding about 10,200 acre-feet to the region's supply. LCRA describes the project as in the design phase, with permitting requirements under evaluation.

Changing operating levels is inexpensive compared with construction, but it is not impact-free. A wider operating range may affect the shoreline residents see, boat access at ramps and docks: recreation, shoreline and aquatic habitat, downstream releases, and how the lake behaves in drought management. Those effects are exactly what permitting and public processes exist to examine.

Aquifer storage and recovery

Aquifer storage and recovery (ASR) stores water underground instead of behind a dam: when water is plentiful, it is injected into a suitable aquifer; when needed, it is pumped back out. The appeal is straightforward, little evaporation, a small surface footprint, and use of geology instead of embankments. The constraints are equally real: the aquifer must be hydrologically suitable, the water must be treated for injection, recovery is never perfectly complete, and wells, pipelines, and treatment facilities are still required on the surface.

Desalination

Texas planners consider two kinds of desalination: seawater along the coast, and brackish (salty but not seawater-salty) groundwater inland. Both convert previously unusable water into supply, and both carry serious engineering commitments: substantial energy demand, advanced treatment facilities: management and disposal of the concentrated brine left over, pipelines to move product water, intake and discharge structures, and environmental review of all of the above. Brackish-groundwater projects also intersect with groundwater districts and aquifer questions; seawater projects intersect with coastal and marine reviews.

Surface-water transfers

Moving water from where it is to where it is needed, between basins, regions, or systems, is itself a strategy. A transfer project may build no lake at all, yet its land footprint appears in pipelines crossing many properties: pump stations, electrical connections to power them, and treatment facilities at one or both ends. For landowners along a route, a transfer project raises the same easement, access, construction, and restoration questions as any other linear infrastructure.

Environmental inflows

Not every water strategy serves a city. Some are intended to support bays, estuaries: environmental flows, or regulatory requirements, keeping enough fresh water moving through rivers and into coastal systems to sustain them. LCRA, for example, has researched using local brackish groundwater or targeted surface water to benefit estuaries along Matagorda Bay. Strategies like these can change how, and how much, water moves past every property downstream.

Conservation

Conservation is itself a water-supply strategy, in the Draft 2027 State Water Plan, conservation and reuse together account for a large share of the recommended strategy supply. Water not used is water not built for: every acre-foot saved defers or shrinks some future project. Conservation's footprint is different in kind, programs: pricing, plumbing, irrigation efficiency, and system loss repair, but planners count it in the same ledger as reservoirs and pipelines.

The key takeaway

Every water-supply strategy has a footprint. The question is not only whether a project builds a lake, but what land, water, infrastructure, energy, permits, and long-term commitments it requires.

When a strategy is proposed near you, ask the same questions regardless of its type: whose land, whose water, whose permits, whose money, and what stage.
